I had to post a comment because I feel this s/w is poorly graded by people who are obviously learning deficient. This s/w does exactly what it says and does a decent job of it. I recommend you first trim your clip before you import, because it will extract PNG image sequence before it will do it's work. That means large files. Not much documentation, but the average user should figure it out through experimentation.
Personally, I'd rather use various filters with Avisynth then adjust speed ramps in my NLE, but if that's not an option, then this will do the job. It outputs a high quality (high bitrate) Mpeg-2 file by default, so that's a good sign.

Once you figure out how to use this software it is a VERY powerful tool to create for example one of those opening credit sequences for a "Showtime" drama like "six feet under" or "nurse jackie" where the footage suddenly speeds up or slows to a crawl. Actually once you get the pretty easy hang of it this is a joy to use and pretty exciting while it's rendering because I haven't discovered a good mechanism for previewing. The motion blur feature works great as well and can output at whatever quality you like and your system can handle.

Although it didn't work on my machine, i highly respect the approch, and it sounds great. I can't understand how some ppl can give a 1 for "value for money" when it's freeware. that's just spamming.

The software has not user friendly interface. It resembles an old windows 3.1 software.
