This old school software is really useful and easy to use if you want to convert audio frame rate and even enhance the sound volume. I am using it in 2020, 8 years after they stopped developing it. Please note it will not work if newer codecs are installed from other softwares (it happens if you update lets say your K-Lite codecs). In that case you will just need to reinstall the TFM Audio Tool so it installs the (old) codecs it can recognize.

Interesting that recently when I launch TFM Audio Tool Malwarebytes blocks the home page with the warning "Website blocked due to trojan".

Re. The problem of Trying to convert ac3 23.976 to 24 but the framerate custom setting, does not allow 23.976 inside the custom box....
The work-around is to convert 23.976 to 25 fps.
then load the new AC3 file and convert (in custom setting) 25 to 24 fps.
Not ideal but it works. AV sync. is perfect and any loss (at least on my humble audio) is not detectable.

Try to convert ac3 23.976 to 24 but the framerate custom setting, do not allow to put 23.976 in side the box
So I'm put 23.98 instead. result the soundtrack is a little offsync at the near end part of the movies.

There is no issue or problem with this version and the dts encoder works fine and foolproof.

This new version GUI is great, but can not encode anything that I tried. When you press start in encoding DTS audio it will call up the Surcode DVD DTS Encoder for a brief moment and disappears.
Nothing happens from there. I also tried to convert ac3 5.1 without success. I am uninstalling this version and re-install the 1.2. The interface of the ver1.3 is very good because it give one the ability to select DTS 1510 which ver1.2 does not. I will be checking back to see if the errors are corrected. Very good program, thank you guys for the good work.

I have to give it a low score because it won't even install. Just says something about tfmaudio.dll cannot be renamed! If I select ignore, the end result is that it becomes apparent it can't be renamed because it isn't in the installer and so isn't installed! Duh! Wanted to check on the creators web forum if this was a known issue, but I need to mess around signing up etc. and I can't be bothered. It's a pity because some who have it working give it good write ups, so I would have liked to have tried it out.

Really superb, tested dts/aac-to-ac3 and dts/ac3-to-aac all work great. Resulting amaller audio files can be merged with video for a much smaller/compatible container file. Previously been using DAudioK dts-to-ac3 which creates same ac3 output file; but has trouble with other conversions at least for me. Also tested under Win 7 32bit and works.
Glad to hear that a revised TFM is in the works as I have been using AVS2dvd lately since it seems to handle audio sync better than TFM and is like 50% faster too using HCenc.
Looking forward to the full TFM audio+video converter.

Maybe there will be a "DTS bitrate" option in the future? , like the present "AC-3 bitrate".
