The Philips VCD Toolkit is really an excellent VCD authoring program and is perhaps the only one to top VCDImager in terms of compliance and features (Philips being the creator of the White Book standard!)

It can pretty much do every and VCD can be designed to do... however, being such an old program, it does have some severe limitations.

Firstly, the interface is stuck in the realm of Windows 3.1 and it is also quite difficult and confusing to use (for the beginner). The help system is generally unhelpful. Also, with VCDImager and VCDEasy, not much focus has been placed on this program so there are generally few guides for it.

It also does not support S/VCD.

Philips is also extremely stringent about compliance and will reject clips with trivial problems that other authoring programs can accept/fix. As such, XVCD is not possible.

However, this remains the only free program that can make VCDs with CD-DA tracks properly and for that it is worthy. It also is the only free program that makes VCD still images that I perfectly trust as being compliant. Although VCDEasy / MJPEG stills are pretty good (quality wise and features cannot be beaten), I am still somewhat dubious about it's compliance. If you want to make VCD stills for projects that MUST work on all players, I would suggest the still encoder in this program over VCDEasy.
