PSPVC v3.91 includes a minor bugfix which caused "unsupported data" in the previous version - apart from that, it's the same as v3.90.

I've also removed the Windows 7 "build check" that prevented PSPVC to run on older builds. Yup, another PSPVC version has been release and ready for action!
This version ain't loaded with some new fancy-pants features or anything like it, this is basically a quick update that fix a DirectX check-bug that was introduced in the previous version for Windows 7 users. I've also corrected some issues with the pad/crop features effecting the "original" view when previewing the video before converting it.
